I remember watching the chart history of TIC when it first came out and it was pretty unimpressive for a Madonna GH CD. Peaked at #2 and fell off the charts certified at 2 million. It is based on sales reports. It's simply a different chart attempting to measure the same thing. Their tracking of stores is slightly different from Soundscan, that's all.
