Some of her songs seem like they would have ranked higher, but then there are others I wouldn't have guessed did so well. The year-end charts have always been a mystery to me. The most important thing to keep in mind is that these rankings have a noticeable negative impact on songs released during the latter part of the year. As HG pointed out we ended up getting much longer chart runs... and I think for about ten years from the mid-90s to mid-00s we had artists releasing maybe 2-3 single from an album, so there were just fewer big hits (but all with longer chart runs) at the end of the year I'd guess. The past few years seems to have seen a dramatic shift toward pushing a lot of songs (Taylor Swift, Rihanna, Jonas Brothers, etc.) so it seems that the year-end charts will probably be doing a better job separating the true hits from the "big climb massive fall" singles that sometimes happen when there are repressed downloads.
