One of my friends, who happens to be the Danish Eurovision commentator, is sure that the contract issue is a mere formality and that the performance will go on as planned. He thinks an official announcement will be made on Friday during the EBU/KAN press conference.
He has also revealed that the rehearsal schedule issued to the participating broadcasters includes some rehearsal slots reserved for 'M'.

Madonna has confirmed her intention to perform in the Eurovision final - but she still hasn't signed a contract with KAN and the EBU. And unless she signs a contract, she won't be allowed to appear in the show.

Hmmm.. In the first version of the official Eurovision Song Contest 2019 Media Handbook, Madonna was mentioned several times as one of the interval acts in the final.
However, the PDF version of the Media Handbook available at eurovision.tv has been replaced with a new version in which Madonna is mentioned only as one of several international artists who have previously performed in Tel Aviv.

And if I remember correctly they confirmed, then the next day they said it was still in negociation and we didn't get any news since then...The Media Handbook is considered an official EBU publication, published in collaboration with the host broadcaster.

Salvador Sobral, who won the Eurovision contest just two years ago for Portugal, is Madonna’s 12th cousin twice removed. Salvador won the contest with an emotional operatic waltz about experiencing heartbreak after a difficult breakup. The song was actually written and composed by Salvador’s sister Luísa Sobral. Maybe she took some inspiration from Madonna’s HeartBreakCity where she veers slightly from her classic pop style with a slow and deep ballad.
3. Charlotte Perrelli is Madonna’s 21st cousin twice removed
Charlotte Perrelli of Sweden is Madonna’s 21st cousin twice removed. Madonna and Charlotte, who are both crown jewels of their respective countries music scenes, have royalty in their blood. They can trace their linked ancestry back to Valdemar II “The Victorious”, King of Denmark who ruled in the 12th century. King Valdemar II ascended to the throne when he was just 12 years old and had to fight off a scheming bishop who wanted overthrow his kingship. In the end, Kind Valdemar II was victorious, and he was considered the last king of the golden age of Denmark’s monarchy. It seems like both Madonna and Perrelli have genes propelling them toward greatness.
4. Benny Andersson is Madonna’s 21st cousin twice removed
Benny Anderson is another pop singer and relative of Madonna whose career took off after winning Eurovision. Anderson, who is Madonna’s 21st cousin twice removed, was a member of ABBA when they won the contest in 1974 with their hit song Waterloo. Later, Benny Anderson composed the hit Broadway show “Mama Mia”. Mama Mia is based off 18 ABBA songs. While Madonna’s songs have mostly stayed off the Broadways stage, Madonna herself did have one Broadway acting stint in 1988 David Mamet’s Speed-the-Plow. Her performance was less than show-stopping, but we’ll forgive her. We’d rather watch her perform in concert anyway!
5. Emmelie de Forest is Madonna’s 16th cousin twice removed
Emmelie de Forest, who is Madonna’s 16th cousin twice removed, won it all for Denmark in the 2013 Eurovision contest with the song “Only Teardrops.” Emmelie was born in 1993, which makes her the youngest Eurovision winner who is related to Madonna. It also means she was born in a world where Madonna had already made her mark on society. Emmelie probably grew up hearing the Queen of Pop’s tunes on the radio all the time and no doubt she was influenced by Madonna’s iconic music.
6. Hanne Krogh is Madonna’s 24th cousin four times removed
Hanne Krogh jumped and jived her way to a big win for her home country of Norway when she performed her upbeat song “La Det Swinge” (“Let It Swing”) along with Elisabeth Anderson. Hanne went on to release an impressive 27 albums and many more hit singles. She became a symbol of successful female entrepreneurship and is often asked to MC at events focused on women’s empowerment. For her part, Madonna supports over 30 non-profit charities, proving herself to be more than a material girl. In 1998 Madonna founded The Ray of Light Foundation which ensures vulnerable children, especially girls, have access to education. In 2006 she turned her focus to poverty relief in the African country of Malawi and founded the charity Raising Malawi. It’s clear that both Hanne and Madonna have made a name for themselves amongst today’s female activists.

The Israeli Public Broadcasting Corporation made an announcement on their website, but later stated at a press conference that they were still in negotiations.

No, if the Eurovision Song Contest were to be moved to another venue, in Israel or another country, that decision would have had to be made several months ago.

Just for fun: An overview of Madonna's Eurovision connections
Andrew Lloyd Webber co-wrote the UK 2009 entry, "It's My Time" by Jade Ewen. As all of you know, he's also the composer of the musical Evita, which starred Madonna as Eva Perón when it was adapted for the screen.
Julie Frost co-wrote the German winning entry of the Eurovision Song Contest 2009, "Satellite" by Lena. The following year, she co-wrote "Masterpiece".
One of Madonna's biggest hits, "Hung Up", was based on a sample from ABBA's "Gimme! Gimme! Gimme! (A Man After Midnight)". Incidentally, ABBA's international breakthrough came when their "Waterloo" won the Eurovision Song Contest 1974. Furthermore, Benny Andersson and Björn Ulvaeus co-wrote the official anthem of the Eurovision Song Contest 2013, which was produced by Avicii, who would later co-write and co-produce several songs for the Rebel Heart album.
Salem Al Fakir, who co-wrote and co-produced several songs for the Rebel Heart album, competed to represent Sweden in 2010. He ultimately finished 2nd in the Swedish national selection.
Anders Bagge, who co-wrote "Get Together", also co-wrote Safura's "Drip Drop", which represented Azerbaijan in the Eurovision Song Contest 2010.
Jean Paul Gaultier has designed several outfits for Madonna in the past decade, include all of her outfits for the Confessions Tour. However, we've also seen several of his designs on the Eurovision stage: Amina (France 1991), Dana International (Israel 1998 & 2011), Anna Vissi (Greece 2006), Anggun (France 2012) and Madame Monsieur (France 2018) all wore outfits designed by Jean Paul Gaultier for their Eurovision performances. He was also behind all outfits worn by Petra Mede when she presented the Eurovision Song Contest 2013.
Dino D'Santiago is one of the people Madonna has name as sources of inspiration for the Madame X album. As it happened, he took part in one of the interval acts for last year's Eurovision Song Contest in Lisbon:

The whole two weeks are packed with rehearsals so i'm wondering when those interval acts get the chance to rehearse...
Interval acts usually rehearse in the week leading up to the final, when the competing performers don't have any rehearsals until 4 p.m. local time.

I didn't realize there were so many factors at play.
And that's probably just some of the factors. Spotify also monitors how each song performs in different regions and at different hours of day, and the names of the playlists people add it to.
