Health experts are puzzled. Japan was one of first countries outside China hit by the coronavirus; now it’s one of the least-affected among developed nations. There have been no lockdowns, no mass quarantines, no orders to shelter in place. School closures have caused some disruption, but life continues as normal for much of the population.
