It's about songs that didn't peak very high on the charts, yet have had legs and may surprise people by just how poorly they peaked. For example, "Bizarre Love Triangle" by New Order peaked only at #98 and "I Melt With You" by Modern English only peaked at #76. I'm sure lots of people would have thought that both of those songs were top 10s given how they are 80s staples/classics and both have been used in lots of films since then.
