Bedtime Story: the most expensive video ever?

So, according to Mark Romanek, the Guinness Book got it wrong with "Scream" by MJ being considered the most expensive music video ever.

In an interview with NPR in 2010, he said "I'd love to state again for the record that Guinness got it wrong and it's not the most expensive video ever made. There are two other videos of the era — both produced at Propaganda Films, incidentally — that cost millions more."

Propaganda was one of the oldest and most important companies to make music videos. For quite a long time, it managed to remain one of the main driving forces in the music video industry. Then September 11 came along and the company was forced to shutdown soon afterward.

Out of the list of videos they produced (see below), I don't see anyone else that would have the money to spend over 7 million for a music video in the mid 90's (the same era as "Scream").

I do remembering Mark stating that numerous times back in the day.

I assume it might be hard to pin point which one is the most, due to inflation, right?

This is very interesting. Bedtime Story and Express Yourself always looked to me like they would be Madonna's most expensive video clips and their production, artwork and sets were incredible and as good as any video clips I have seen.

That drawing of the 5 Madonnas and the one opening her chest to reveal her inards would have been so cool if they came to fruition!!! I never got the deal with scream- I can see the money that went into it but it is just a boring video with special effects that has not aged well- all hype with no substance or creative theme.

Why is DAD so expensive? It's cool, but not that good. Is it because of the especial effects of the 2 Madonnas or what?

She shattered and broke so many things and that final scene, they couldn't just borrow those things tbh!

All I know, is when I got that issue of Icon, and I saw the story board, I was hoping for a short film of the video with all of those extra scenes. It drove me crazy lol. Yes, I am guilty of always wanting Madonna to do a video ala Thriller. I used to imagine Sanctuary and Bedtime Story as a 15 minute short film.
